mvirt 0.24.7

A patch release: a webhook-routed external prefix keeps its anchor through a
reboot.

What changed

- #357: the failover announcer holds a webhook block's anchor while it has
  been Offline for less than 10 minutes (and is otherwise still eligible),
  instead of re-pointing the block at once. The noez provider re-points
  delivery but keeps its reverse path on the old tunnel, so a block moved
  during a routine reboot stayed dark for 2, 12 and 30 minutes on the
  2026-09-24 rolls. A host that stays gone is still re-homed, one grace
  later; Hetzner failover prefixes are unchanged.

Upgrade: ordinary host-by-host roll (release.md §C1 + §C3). Roll the anchor
host AFTER the leader runs 0.24.7, so the hold is in effect when it reboots.
No store migration.

## Upgrading

Point your flake's `mvirt` input at this release and redeploy the control-plane
host first, then each node in turn:

```
nix run .#colmena -- apply boot --reboot --on <control-plane host>
nix run .#colmena -- apply boot --reboot --on <node>   # one at a time
```

This release adds no migrations, so the control-plane host rolls back the same way
a node does: boot the previous NixOS generation.
