mvirt 0.24.16

A live object-storage bucket keeps serving through the proxy while its
provider's management API has a hiccup. A single timeout on the
provider's bucket listing used to empty the gateway's proxy catalog for
a whole feed tick, refusing every platform bucket's traffic.

- cplane: the proxy catalog serves 'ready' buckets and 'error' buckets
  that have been live; pending, deleting and never-live buckets stay out
  (#366).


## Upgrading

Point your flake's `mvirt` input at this release and redeploy the control-plane
host first, then each node in turn:

```

This release adds no migrations, so the control-plane host rolls back the same way
a node does: boot the previous NixOS generation.
