mvirt 0.24.12

A new control-plane leader delivers its first slices promptly again. On
the 0.24.11 roll the new leader took 204 s to reach the reconnecting
fleet, because the repository GC, DNS and registry sweeps were released
into the very pass the nodes were waiting on.

- cplane: the external sweeps wait out a 300 s settle window after an
  election, on top of the first push; the repository GC block is timed
  and named when it holds the converger (#341).


## Upgrading

Point your flake's `mvirt` input at this release and redeploy the control-plane
host first, then each node in turn:

```

This release adds no migrations, so the control-plane host rolls back the same way
a node does: boot the previous NixOS generation.
